Several months ago we communicated that many FHOs had received letters from the Ministry of Health (MOH) related to negative outside use. At that time, MOH staff had been reminding FHOs about their service obligations under the FHO agreement and encouraging them to find strategies that minimize outside use.
This pressure has continued and the MOH has stepped up efforts by targeting and directly calling lead physicians at these specific FHOs and even threatened to remove FHO privileges for the entire FHO, if improvements were not seen.
Both the letters and phone calls from the MOH are requesting information on how groups are addressing their outside use. If you have negative outside use, getting into a positive position within a timely manner may be in your best interest. Their concerns are consistent with outside use and resulting duplicate payment concerns that have been raised in the Ontario Auditor General’s 2016 Annual Report.
